The Parent Coalition for Student Privacy and The Network for Public Education have released a report card on each state’s privacy laws. The report is called The State Student Privacy Report Card: Grading the States on Protecting Student Data Privacy can be downloaded by clicking the hotlinked title.
Cheri Kiesecker does an excellent job of providing loads of information with lots of hotlinks about this report in her article How Well Does Your State Protect Student Privacy. Rather than trying to generate similar information here, I refer you to her article.

The first table shows state grades by seven categories and shows an overall grade for each state. The second table shows state overall grades high to low.
